The most important doctrinal shift during Chief Justice William Rehnquist's tenure has been the revival of federalism. In a series of decisions over the past decade, a slim majority on the Court has resurrected the principle of "dual sovereignty" embedded in the Constitution`s text and structure. At the same time, the Court has begun to reaffirm that our federal government is one of limited and enumerated powers.
