"The gun bills now before the City Council (editorial, Sept. 22) are an unconstitutional attempt to regulate interstate commerce in firearms by imposing liability on gun makers for criminal shootings unless they adhere to a `code of conduct.` Only Congress has the power to regulate interstate commerce," writes Lawrence G.
