Senate Passes Ethics Reform, 96-2

The U.S. Senate on January 18 overwhelmingly passed an ethics bill after breaking a stalemate over a Republican proposal on earmarks that had threatened to kill the legislation. A 55-43 vote adopted an NRA-backed Republican amendment that deleted a provision that would have expanded the definition of lobbyist to include grass-roots organizers, possibly including ministers and neighborhood groups.
