U.S. District Judge Malcolm J. Howard of the Eastern District of
North Carolina.

in our lifetime, as far as the Right to Keep and Bear Arms is
concerned. In June, the U.S. Supreme Court ruled in District of
Columbia v. Heller that the Second Amendment protects an individual
right, and that laws banning handguns and prohibiting the use of
guns for protection in your home are unconstitutional-a decision
that may ultimately have a greater long-term impact on the
ownership and use of firearms and ammunition than the Gun Control
Act of 1968, the Firearms Owners' Protection Act of 1986 and the
now-expired Clinton Gun Ban of 1994 combined.
